Help - Rate Limit Ingress/Egress for switches 3560/3750

Dear All,

I am facing problem with cisco 3750G switch.I am trying to fixed bandwidth
15Mb(Upload/Download) for one of the customer but there are certain
limitiation on cisco 3750.
I am testing it by using ftp client and ftp server
It works fine for 2 Mb bandwidth upload and download but for 15 Mb I have
checked practically it doesnt work .
I am using srr-queue bandwidth limit command for downloading and Police
command for uploading .I can not apply police at output sideonly input
allows.
One more thing I found it that during configuring police Normal Burst .Itcan
not configure more than 1Mb (10000000) which is really pathetic .
I tried same thing in 3560G L3 switch but same result .
I tried to use rate-limit command input/output on cisco switch in layer 3
interface but it is useless .

What is best product I can use to rate-limit traffic ingress /egree for
customer ? some people says router is best choice ?
In future I need to rate-limit for 60Mb for some customers .

Please experts, I need your help and ideas who worked from ISP side to do
rate limit .
