Unicast prefix support is enabled by default

Causes all neighbors subsequently created with the neighbor remote-as or
neighbor peer-group commands to be automatically activated in the IPv4
unicast address family.

with command you disable the default, unicast bgp neighborship

after this under address-familly ipv4
you need to activate the neighbor to form a relationship

so only activated neighbor will form relationship even the remote-as
statement is specified
