When I was preparing for my lab, I never read a book that was ONLY on frame-relay. I think that all the vendors out there are going to cover what you need to know about frame-relay quite well in their materials. Aside from that, there is the WAN section of the IOS configuration guide under frame-relay -- lots of good information there.
I think once you get the basic concepts and understand a few things like LMI and L3/L2 address resolution you will be just fine. The WAN chapter 15 in the new RS cert guide is a good overview as well. To be honest, I think a comprehensive book on JUST frame-relay may be a bit unnecessary -- especially with the current incarnation of the lab. Frame-Relay is just not as hot of a topic as it used to be. In your lab it would not shock me to see frame-relay already done for you, or perhaps done with a few blunders built in.
When I started out, I had never configured frame-relay in my life. Through the IPX materials I used at the time, I learned everything I needed to know.
