I would unicast the reply, but you are still blocking our domain.

There are some special operators that do this kind of yhing, but not
for 3G data as far as I know. Of the bigger ones, none treat EU as a
single area, but depending on your size and needs, you may have luck
negotiating better deal.

The one that has presence in all countries is Vodafone.
