Hi Dale,
It all depends on what you want to monitor, how you want to do that and
more importantly how fat your wallet is. For an organization with a
decent budget certainly Openview is a nice solution; for smaller
networks you might wish to consider a solution like Solarwinds (very
flexible in terms of licensing) and for non-critical networks there are
heaps of open source applications out there. Personally I never
recommend an open source NM to my customers because when they really
need an NM they usually need to "talk" to someone on the phone :) just
sort o peace of mind ;)
But once again they are not exactly the same and you have to consider
your 1-budget 2-requirements 3-network size 4-support that you need.

Have a look through the list archives; it wasn't too long ago that
this topic was covered.
I'm personally not a fan of the big NMS players like HP and
IBM/Tivoli. Too expensive, too complex.
