Hi Patrick,
If the software can handle such load (I've never tried more than 20-25)
you can probably get away with a quad core CPU; configure the best
idlePC and split them up across your cores using the "affinity" feature
of Windows (or Unix). Using a 2.6Ghz Quad; each core should be able to
handle 10 routers.
You can buy such machine for less than $300 off ebay but if double your
budget you will get a nice safety margin as well.

PS. Try to choose the minimum boxes which are able to do the job; for
instance if you don't have to run 7200 with 256MB mem, go for a 2691
(does support MPLS VPN)

Not sure what you mean by 'very large'...I have a quad core server
running with 8 gigs of ram using gentoo linux and it runs 12-15 routers
just fine plus vmware and being used as a file server....
