Is there a URL on cisco.com that gives details on this? Or did you use the configurator, etc?

You have three difference licensing options:

SL-29-DATA-K9
 Data License for Cisco 2901-2951
 
SL-29-UC-K9
 Unified Communications License for Cisco 2901-2951
 
SL-29-SEC-K9
 Security License for Cisco 2901-2951

I'm guessing you'll need at least the Data license to do BGP/SNA, and
possibly the Security license for doing inspect - although I would
suggest digging a bit deeper to confirm.

Just purchased three 2901 routers with the IP Base license, and I did
confirm
they were shipped with this license enabled. Unfortunately, this does
not
contain the correct features and I'm not sure what features are in which
license anymore. Is there a breakdown of that somewhere?

We will need to
support SNA switching, as well as BGP, some firewall features (NAT,
ACL's,
etc.), and possibly some basic QoS and queuing (no voice or call
manager).
Where can I lookup what licenses to purchase?
