You could also go with something like a Cyclades ACS. Supports
telnet/ssh/web(via java) and can go up to 48 ports. We use them everywhere
for out of band serial access. Even used though it may prove to be a bit
more than an old NM16... but I'm just trying to provide options....

You can slot the NM-32A into a 2811 router with IP Base image.
That should cost you not much over $1K for the router.
