Idowu,
thanks but I'm against rules. I've already proposed an anty rule
movement, but so far my party has only one member :(

Cost is added at the destination switch to whatever path cost
is received in BPDUs, so it has (first hand) a local efect.

Priority is a tie breaker, a second level tie breaker.
First level is BID. And it comes informed as port ID. It is the same
data that is used to decide which bridge gets to be DP to a segment.

Now I'm cool again :)
