You are confused : )

Of course you can set port priority on your local switch -- it just has nothing to do with what port on that local switch goes forwarding.

The port priority contained in the incoming BPDU is what matters there.

I recommend you lab this up using the original scenario presented

Either I'm confused or...

Port priority is a local thing, and port cost is what STP adds up to
inform the rest of the connected network the path cost to the root,
so hardly a local thing.
