Well that depends. What is between R2 and R3? Another switch? If
there is another switch that has QoS enabled you will need to make
sure you have the proper trust setup on all the ports end to end. If
R2 and R3 are physically connected with a cable I don't see any
problem with R3 seeing the markings.

There are PHB (per-hop BEHAVIOR) but that has more to due with
queueing and how you decide to handle those DSCP markings.
