STP information for every instance is encoded in one MSTP BPDU, sent
out on all participating ports.

VLANs topologies and STP topologies are independent in MSTP. MSTP
BPDUs are carried using 802.2 LLC encapsulation (just like the
original STP), independent of any VLAN number.
