Think of LIB as a label storeroom and LFIB as the label production line.

The LIB provides labels when and where needed since it stores all local and
received labels.

The LIB will supply the CEF department with a OUT label on label imposition.

    IE for incoming IP packets if a label is available.

The LIB also supplies the LFIB department with the expected IN label mapped
to a OUT label.
   IE for incoming labeled packets.
