If you are not seeing the link this simply means your score is below a
certain threshold and they don't think you can pass on a reread. In a
nutshell they are trying to save your money.

Its like passing score is 80 and your score is 65. They know there is no way
you will get 15 points on a reread. I know one of my friend passed on the
reread but his overall score was like 77 points and got the re-read link
attached to his score report.

Take a deep breath, think about what happened and you will realize what went
wrong. I can tell you from my personal experience, Cisco does not want to
screw you or want to take your money but these tests can be stressful and
when in stress, we candidates do strange things there.
