As per my understanding

if I set control for broadcasts to 10%, and I have a 100-Mbps *FE line
*connected,
I will allow up to 10 Mbps of broadcasts every second before suppressing
anything and For 10 Mbps line, 1 Mbps of broadcasts would be allowed before
suppressing.
I labbed it and tested it and seems to be that It doesnt have any relation
with Interface bandwidth command .

Please correct me If I am X
