I was reading your post and thinking to myself i need to setup this up to
double check myself and i just spent the last 1 and half on it because my
sham-link would not come up...

i forgot to redistribute my bgp routes on my PE into my ospf vrf process, it
is always something....

about the capability vrf-lite, that is only needed to ignore/disable (not
sure which really?? i need to dig a little deeper i just know it needs to be
on/off to work right now so much more to learn) the DN or DOWN bit checks
when not running BGP or 'real' VRF on the PE router, but doing 'vrf-lite'
the checks do not apply when using BGP on the PE

"In some situations, performing PE checks might not be desirable. The
concept of VRFs can be used on a router that is not a PE router (that is, a
router that is not running BGP). With the *capability vrf-lite* command, the
checks can be turned off to allow correct population of the VRF routing
table with routes to IP prefixes. "
