RSIP packet direction

Hi All

 

I have a question about RSIP direction problem

 

From Cisco website, I find RSIP has answers about the direction.

RestartInProgress tx -> The number of Restart In Progress (RSIP) messages
transmitted by the call agent. (does it means from call agent to GW).

This said RSIP is from GW to call agent

I would like to confirm what direction is for RSIP
