Downstream (DN) bit is used by OSPF to prevent loops in MPLS VPN
environment. Router running OSPF in VRF will not install LSAs with
this bit set into the RIB. When you run back-to-back VRFs with OSPF,
you are going to hit this situation.
Look for "capability vrf-lite" in the command reference as a solution.
