It's a recently announced program by which if you take a qualifying
class from Cisco 360 training vendor, you may qualify for a waiver of
the OEQ portion of CCIE lab, if you manage to get recommended by your
instructor and accepted by Cisco. Basically, it's a way to skip 1/3 of
the exam, by getting certified training. It applies to R&S and Voice
tracks.
