I have tested it with cisco 2950 practically and jockey u r right it
doesn't limit bandwidth but if u tried foundry L2 switch,rate-limit
command worked fine I tested practically by FTP test.
If u have l3 interface rate-limit command has option but foundry
accept that command on l2 interface
Their might be another solution to control egress traffic.
Eagerly waiting for experts comment ...
