ACS4.2 web page wont open on Windows 2003 console

All,

And the disappointing bit is the fact that I have troubleshot this in the
past and unfortunately did not document it! I cant remember if it had
something to do with my java version or the settings (which I have both
matched up to a functional/operational server) but still no workie!

When I open the ACSAdmin page on the Windows 2003 server console, I just get
a blank page!

Any help or link would be highly appreciated.
