IPv6 ISATAP and OSPF

Hello again :)

scenario:
Lo1---R4---------p2p----------R6---Lo1

As you can see I have p2p FR link between R4 and R5. p2p net in FR is
IPV4, and Lo int are IPv4. Behind R4 and R6 I also have some IPv6
network. From R4's Lo1 to R6's Lo1 there is ISATAP tunnel. Tunnel is
UP, IPv6 addresses are OK, ping between IPv6 addresses of tunnel is
OK. Now, on tunnel interfaces I wanna bring up OSPFv3. Under int tu I
issues ipv6 ospf 1 ar 0, on both sides and nothing. No adjacency. In
WB, solution is to put tunnel int into ospf p2mp non-broadcast and to
define static neighbor. Why? SInce the tunnel interface is OSPF
network type p2p, FR link under that tunnel is p2p.
Why do I need p2mp non-broadcast?
