PIM BSR + MPLS TE

HI all

I have a setup where one of my PE router is not getting RP information.

Setup

Between NY and LA is have bidirectional TE and they are up - explicit
LA is advertising one of it's loopback as BSR and RP-candidate
Only RIO gets the RP information and not NY
On NY when debugging I get PIM-BSR(0): bootstrap on non-RPF path
FastEthernet1/0
and PIM-BSR(0): bootstrap on non-RPF path FastEthernet0/1
NY has a direct link to LA

PE (BSR LOOPBACK 88)
CE1---------------------NY----------------------------RIO---------------------------LA------------------

Any reason why I don't get RP information on NY?
