I agree with Garry here, I'm using Cacti to graph about 15,000 RRD's with a moderately sized box. My poll cycles take between 65 - 75 seconds and are run every 5 minutes.
MRTG and Cacti use Tobias Oetiker's RRDtool to create graphs, so they are essentially the same. Cacti's frontend is much more user friendly though. The code is pretty stable and they respond quickly on their forums. If you're concerned about running Windows vs. nix, Cacti works fine in a XAMPP environment.
