Actually, no. If that was true, no routes would ever be installed,
because no router would have "best route". Internal processes happen
first and each protocol selects their own best candidate. These
candidates are then passed to RIB selection and each "carries" AD with
them. So, if best route from BGP happens to be iBGP, it will go
severely disadvantaged to the RIB selection. However, barring presence
of cheaters with changes AD, static and connected routes, eBGP is
guaranteed to win.
For those in Europe, this is sort of like Eurosong. Each country
selects their "best" candidate, they send them to contest and then
there is a fair voting process, in which Eastern European country
always wins. Just like with AD. Eastern European singers from Norway
need not apply ;-)
