I have NOT studied your topology or scenario, but will conditional neighbor
adjacency work for you?
Where as long as neighbor A is up your local router ONLY establishes an
adjacency with that neighbor and your local router ONLY establishes an
adjacency with Neighbor B when and if Neighbor A is down.
