resume some HR person does whose job it is to find a "CCIE" or "MBA"/other..
Just like the value of a BS or above it helps get you the interview since
someone told him/her a BS degree is the initial hurdle.

I totally agreed with Scott. No cert can beat the experience. The experience
will be the tie breaker.
just to give you an idea - I know a few fresh dynamipper ccie's (R&S of
course) and they are working as a helpdesk operator.
