Policy-map on (sub)interface?

Hello there,

I have a simple question. Having a router with two subinterfaces
fa0/0.2 and fa0/0.30 with no ip address configured on the main
interface, where should be the policy-map applied?

I am almost sure it must be on subinterfaces (to differentiate
policies). BUT should I leave it on the main one?

Aren't packets going through the policy twice then?
