It is version specific but you can enable the traps from rtr process.
In the reaction configuration, configure e.g.:
rtr reaction-conf 1 react timeout action-type traponly
and
snmp-server enable traps rtr
You can tie this to the route lookup. Only caveat that I know is that
the route lookup has to suceed at least once for trap to be sent. If the
route does not exist when the sript is fired, the trap is never sent.
