If you are using routing technologies, and Host1 and Host2 are in the same
subnet (network/mask) but these subnets are not on the same broadcast
domain, then Host1 will not be able to contact Host2. For Host1 the
destination should be on the same broadcast domain and it will not contact
the default gateway as the next hop, but will keep sending ARPs.
The term "VLAN" doesn't apply to VRF-lite, which is about how to route
traffic and separate sets of interfaces into separate routing domains
without using MPLS.
