Fragmentation resolution , why webservers or browsers set DF

Hi,

We all know one of the fragmentation problem is web surfing. As webservers
or clients set DF bit and tunnel interface or intermediate device MTU is
lower than 1500 , so packet get dropped and as webserver blocked the ICMP
msg. Thus,it would never know the packet has got dropped, so users are not
able to browse web for that particular site.

My question that I couldn't find any answer for is why web servers or
browsers set DF bit in first place ?
