In my understanding,
Ospf neighbors are routers which exchanges ospf hello packet each other,
but all neighbors don't establish adjancency relationship always.
If neighbors are establish relationship of ospf adjacency, they exchange
ospf database not only hello packet,
Let's say there are 4 ospf routers A, B, C, and D in same network, we
can call all of them ospf neighbors.
However, if A was selected as DR and B was selected as BDR, only A and B
establish relationship of adjancency with all other neighbors, but C and
D don't.
I hope this helps your understanding, and I appreciate it if anybody
