clear ip arp-cache

i have DSL link in different sites .i m having a problem with that
suddenly the link goes down in my two branches as i restart my DSL modem or
give clear arp-cache command on my router the link goes up .i have also
give static arp entry
on my Two router
This problem i m having in my TWO sites remaining 2 sites are running fine
.where i m getting wrong & what will be the solution to resolve this hectic
problem
