WFQ HQ<CDT

Hi Friends,

In WFQ if i configure Hold Queue with value lesser than Congestive Threshold
Value, IOS accepts.

I understood that HQ is for entire WFQ system and CDT is for Individual
Queues. If so,

when I configure CDT higher than HQ, then HQ itself will discard new packets
and CDT will not paly a role here .... am i correct.

Then why IOS is allowing me to configure HQ value less than CDT ???

I request your thoughts on this please
