I did the RS exam this month and it was declared on the booklet that OEQ follows a FAIL/PASS grading, and if you pass you will get 4 points, if you fail, you fail the entire exam. You need to get 3 correct questions to pass and they will only show you the oeq performance if you fail, i.e 0%, 25% or 50%. If you get 75%, which means a passing grade, you will see 100%, regardless if you got 75% or 100%. Of course, you only see performance percentage if you fail the exam globally, otherwise the you see the sacred number.
On the bootcamp I attented last year, the instructor also referred 21 points given to oeq but that wasn't what I saw on the "torture chamber". If any upcoming candidate have the opportunity the invest a couple of minutes to explore the electronic booklet, may confirm what I just said.

I don't know what you mean about the material but ut will have the same
concept as the R&S has. 21 points for OEQ and 79 for the configuration. You
will not have access to the documentation and you can't consult the proctor
for clarification.
The questions are based on the current blueprint topics so that's where you
will have questions on. They can be theory based or they can give you a
topology and ask for something.
