Nope.
LSP-ID have the following structure: xxxx.xxxx.xxxx.yy-zz, where xx is
System-ID, yy is Pseudonode-ID, and zz is Fragment-ID. If Fragment-ID
(yy) is non-zero, then the LSP has been originated by DIS.
