It usually means you've got a lot of traffic passing through the box
towards a destination endpoint in a connected subnet (i.e. where the
cat65k is the penultimate L3 hop) that's not there. ARP resolution
fails and the traffic is dropped.

I suppose it could also happen if you had a static route towards a
next-hop that wasn't there. Same concept.
