PE1 import 1.1.1.0/24. This route will be never exported from PE1.
To make your hub work as transit for spokes, you need to advertise a route
from hub that include 1.1.1.0/24 and 2.2.2.0/24. Try with default route and
remember to add default-information originated where needed.
Packet from spoke1 go to hub (by default router). From Hub go to spoke2 (IP
lookup).
