OSPF DRother

HI,

Quick question on DR election in ospf. R1 and R3 with ospf loopback OSFP
ID's become neighbors without any issues. If I add the ospf priority
command on the sub-interface and re-elect. they become stuck in two way
relationship. They are connected via frame-relay and neighbor statement.
