Wow for that budget you can easily get a rack of 2811's (depending on the amount of routers the vendor uses) and 4x 3560.
Like Marko said, the WIC-xT are serial ports. The 2811 comes with 2 built-in FastEthernet ports so you can just hook up your 3560's to those ports. Only for the serial you need interface cards.
