Not sure what the problem is ...
Have you tried to increase the timer? During the time of config replace,
IOS 'locks' the configs ... not sure this is your issue; perhaps related to
timing.
When I am working remote and I want to revert back to the original configs
(in case I mess up), I simply use the 'reload in' command. If for branch
office / small office - will the reload command help / solve your problem?
Of course I am not normally working on core devices when using this 'reload
in' command ;-)
