Right. So he can either attempt the R&S _lab_ exam before the validity
period on his _written_ exam expires, or he can re-sit the current R&S
_written_ exam, which restarts the validity period within which he
must attempt the R&S _lab_ exam.

To renew an existing CCIE certification, one must re-sit the written
exam for the same track (if eligible: minimum time limits apply
between written exam attempts) or the written exam for another track.

There is no such certification as 'CCIE Written', therefore it is not
possible to renew it. I recently renewed my CCIE R&S by passing the SP
written.
