Try this on both hosts and ping the other

ping -f -l 1492 ip-address-of-the-client

If you get good ping it may not be mtu issue but if it says fragmented and df set keep decreasing the 1492 figure until good ping.

The HQ site has 14Mbps, Branch has 2 Mbps
