you've pointed out a true fact about the importance of queues for qos considerations, very good. But I don't see how your statement is related to my point.

I would disagree with you there. One of the factors that any QoS
implementation needs to account are actually internal queues on
devices. This is especially true for devices that implement separation
of control and data planes (aka "hardware forwarding").
