Unlike Cisco's Service Control Engin, Allot's NetEnforcers can control the
download TCP traffic by using ACK manipulation and very, very long buffers,
to help TCP to lower its bandwidth consumption.

BTW, Allot's NetEnforcer is not a cheap device, but it delivers.
