Hi,

I think I have found another approach for my problem :)

Proxy Server. By relaying the traffic that is going to internet ( either
explicitly with Browser Proxy or Transparently with kind of Application
switch). And Proxy Server can classify traffic on any basis and manage the
bandwidth requirements/limitations for each class. Proxy server can limit
the download for each class by controlling the TCP window of download
sessions. For UDP I don't know how Proxy can handle it. But I think most of
the Inbound traffic that consumes a lot of bandwidth is TCP.

That seems conceptually fine , but I don't know which vendor has such
advanced QOS. I know that BlueCoat has some QOS, but I don't know how far it
is good in this.

I believe that help of SP is the optimum solution for that problem. But I
don't believe that there is such helpful and patient SP that can bear you to
give your what you need exactly :) keeping in mind your frequently business
needs and the cost of that help from the SP.
