It sounds to me that you are not the one advertising this,
but your ISP1 is being very proactive and doing that for you.
By using a looking glass and doing some change like prepending
while both your links are up, you can ensure that the publishing
is being made in fact by you, or else ask ISP1 to let alone
your /23.
