It is a multi billion dollar part of thier business, by cisco's own
information there is well over 1 million certs out there, with the intial
being say a very conservative 1K investment then the cost to maintain it
clearly is not the bulk of the business but certainly nothing to sneeze at
either.

John,

I'm not speaking for Joe here but the turnover of everything you mention is a
small fraction of cisco's net.

Getting everyone certified helps get more Cisco products landed into
datacentres. Something that is probably more revenue generating for Cisco than
the money they make on testing to be honest.
