Asking for a /20 or /21 is almost impossible. Arin is referring
companies to use there ISP blocks.
Arin is also in bizness of reclaiming blocks and asking for ip
justification. In some instances a 98% usage isn't enough. I work for
an ESP and just went through a huge arin debacle
