I wouldn't say logical to have a feature running when it was explicitly enabled. The ma is part of auto rp, so why is it listening when auto rp isn't configured? That's not logical.
I don't think all of us will agree on this one either...
I'm with nadeem, if auto rp isn't running, no part of it should be on by default. But it's not hurting anything, so ignore it as roy suggested.

thts logical...
whenever mutlicast routing is enabled, multicast clients start listening on
224.0.1.40 waiting for traffic from MA...that's the reason we dont need any
manual config on clients for AutoRP, clients by default are enabled for
AutoRP....hence the 224.0.1.40 shows up by default, be it dense or sparse
mode...
this behavior is implied, it wont be written in black and white in the
documents....
